The 1AC is an entirely canned speech that consists of a few parts — Inherency, Harms/Advantages, and Solvency.
Inherency proves the plan is not being supported (or is not being adequately supported now)
Harms/significance prove that without the plan there will be significant problems. For example, without adopting a new education policy there will be inequality and economic problems.
The plan is the basic outline of what policy the affirmative is arguing should be adopted.
Solvency says that the proposed policy will work to solve the arms.
This year’s debate resolution is, Resolution: The United States federal government should substantially increase its protection of water resources in the United States.
In the 1AC, debaters need to present n 8 minute speech for protecting water in some particular area. For example, the debaters may argue that
(A) Current efforts to reduce lead in water are not enough (Inherency)
(B) Lead in water causes health and environmental harms (Harms)
Plan: The government will increase treatment for led in water and limit the amount of lead that can be discharged into it.
(C) Treatment and regulations reduce lead in water (Solvency)
