Should Russia be expelled from the UN Security Council?

Background

The United Nations is an international organization founded in 1945 at the conclusion of World War II. The primary purpose of the organization is to promote international cooperation in order to prevent the type of conflicts that led to the outbreak of World War II.

Currently made up of 193 Member States, the UN and its work are guided by the purposes and principles contained in its founding Charter.

The UN has evolved over the years to keep pace with rapidly changing world. But one thing has stayed the same: it remains the one place on Earth where all the world’s nations can gather together, discuss common problems, and find shared solutions that benefit all of humanity.

The United Nations is lead by  Security Council is one of the main components of the United Nationas. The Security Council has primary responsibility for the maintenance of international peace and security. It has 15 Members, and each Member has one vote. Under the Charter of the United Nations, all Member States are obligated to comply with Council decisions.

The Security Council takes the lead in determining the existence of a threat to the peace or act of aggression. It calls upon the parties to a dispute to settle it by peaceful means and recommends methods of adjustment or terms of settlement. In some cases, the Security Council can resort to imposing sanctions or even authorize the use of force to maintain or restore international peace and security.

The Security Council consists of ten elected members, and five permanent members–China, the United States, France, the United Kingdom, and the Russian Federation. The current and past membership of the Security Council since 1946 can be found in this section. No permanent member has ever been removed.

Can a permanent member of the Security Council  be expelled from the UN? There is disagreement.

Experts at LAWFARE argues that any member may expelled for consistent violations of the United Nations Charter.

Russia’s permanent membership allows Russia it to veto any such change

General

The President of Ukraine, Vladimir Zelensky, has called for Russia to be expelled from the UN Security Council over war crimes

Yes, Russia should be expelled from the United Nations

*Russia is a terrorist state and that violates the mission of the UN

*Russia is committing war crimes in Ukraine

*Article 6 of the UN Charter says a member may be expelled for these violations

* It is critical for the United Nations legitimacy that Russia be expelled

*Membership confers legitimacy on Russia’s political acts and military action

*It’s been done before – The Peoples Republic of China’s seat was transferred from Taiwan with a mere vote of the General Assembly

Russia is a Terrorist State

Article 6 of the UN Charter states a member to the UN may be expelled for violating Charter principles

Russia is committing war crimes in Ukraine

Russia’s membership gives them credibility while destroying the legitimacy of the United Nations

Permanent members of the Security Council have changed in form in the past for Russia and China

Russia is not actually a member of the Security Council – the former Soviet Union was.

No, Russia should not be kicked out of the UN

*Russia’s seat is how it clings to world leadership.  Removing Russia threatens Putin

*It would cause a crisis for the UN Charter if Russia was forced out of the United Nations

*It would actually decrease the UN’s leverage in achieving peace and stability

*Russia should be suspended as long as Putin is in power

*Russia is a nuclear power – they need a seat in the United Nations.

*Isolating Russia is counterproductive

Russia can not be expelled

The problem is Putin not Russia

The United Nations  operates under “moral neutrality” designed to empower regimes

Isolating Russia has consequences
